Job Description

Programs Director (PD)

Position Title:  Programs and Planning Director

Salary: As per ADRA Burundi wage scale  

Studies: Development or other élevant field for development 

Experience: At least 5 years in Programs and Planning preferably with an International NGO

Language: Excellent  English and French Writing skills   

Reports to:  Country Director 

Job Summary:  The Programs Director oversees program strategic planning, program planning and development (including project proposal writing and budgeting), program implementation, monitoring and evaluation, technical support, human resource management/development, and networking/partnership building activities for ADRA Burundi  

Major Responsibilities:

A. Program Planning and Development
• Periodic update of funding forecasts/donor data basefor ADRA Burundi
• Lead program planning and development activities of ADRA Burundi, ensuring that new projects are impact driven and appropriate to meeting the long-term development needs of the target groups and region/areas, which are aligned with ADRA International and Burundi country policies and strategic plans, and are in line with national and state government policies and programs on relevantdevelopment themes and social issues.  
• Apply innovations, cutting edge tools/technologies, best practices, guidelines, standards, and indicators in planning for new projects whenever appropriate.
• Guide Needs Assessment designing, implementation, and analysis processes for all projects being considered.  
• Take lead in and oversee the proposal writing and budget preparation process for each new project (including concept note and log frame preparation). 
• Ensure consultation with appropriate government counterparts, and participation of local partners and beneficiaries (including women) in the program planning and development processes. 
• Regular update for new project development, training, and M&E. 
• Familiarity with donor policies and strategies for Burundi.  


B. Monitoring and Evaluation
• Log frame preparation or Theory of Change for each new project; obtaining donor’s approval for the log frame And ToC
• Establish the M&E system for each project (together with programs team). 
• Guide the baseline, mid-term and end-of-project study preparation, implementation, and analysis processes for each project, as appropriate.
• Orient Project Managers and key project staff of M&E plans, including project objectives, key indicators and other specifications of each project as approved by the donor.  
• Facilitate the conduct of project start-up meetings and ensure the preparation of inception reports (where applicable).
• Supervise performance of Project Managers, guided by email communication, project documents, performance evaluation forms, and on-site visits.
• Review/edit monthly/quarterly progress reports submitted by Project Managers.
• Conduct periodic program/project reviews with relevant staff, and partners where necessary.
• Negotiate approval with donors for changes to project strategies if required.
• Monitor the progress of achieving the ADRA Burundi Strategic Plan Objectives
Ensure accurate preparation and timely submission of all reports as required by donors. 

C. Technical Support

• Ensure that Project Managers are provided with necessary resources to maintain/update their technical knowledge and skills in carrying out their project interventions in respective thematic areas.
• Ensure compliance of project interventions to international/national standards, donor policies, and relevant government policies in question (in association with M&E activities).
• Assist in identifying, selecting/negotiating, and evaluating local partners.  
• Develop and update a database for internet resource materials.  Sharing of useful information, websites, experiences, project ideas, etc., among peer colleagues through email correspondence.
• Encourage subscription of all key project staff to relevant e-forum/e-technical groups facilitated by other organizations.


D. Staff Management and Development
• Establish project implementation structure for each project with Country Director
• Ensure key project staff have job descriptions
• Collaborate in the identification and recruitment of key project staff
• Participate in or facilitate the orientation of newly recruited project staff
• Supervise on-the-job training of Project Managers
• In association with HR Officer, conduct half-yearly or annual performance evaluation or appraisal of key project staff reporting to him.
• Plan for and provide capacity development opportunities for project staff (i.e., conferences, training workshops, etc.).
E. Networking, Partnership Building, and Communication 
• Develop close working relationships with all project participants and key stakeholders, including government counterparts, local partners, donor, UN Agencies, NGOs, private sector, and SDA Church constituencies at regional and other levels.
• Establish and maintain good working relations with relevant government ministries as well as other higher-level stakeholder groups (donors) at national level.
• Ensure accurate preparation and timely submission of all the reports as required by the donors. 
• Represent ADRA Burundi or delegate someone from ADRA at key conferences, meetings, clusters and workshops pertaining to programs.
